Police Officer grabbed me, threw me up against the trunk of my vehicle, and then stuck a gun to my head with my infant son was unattended in the backseat of my car. I then was thrown to the ground while my son was still in the vehicle by himself.

Dear Mayor Rawlings Blake,

My name is Brendon Joyner I am from Baltimore. I am currently a graduating senior at Morgan State University with future aspirations of earning my Juris Doctorate in International Law at Catholic University in Washington DC. I am writing you because of a demeaning situation I was put through a few weeks ago. On April 27, 2013, I was in route to pick up my younger brother and my grandmother’s lawn mower (to help my mother with her yard work). My grandmother lives in the Edmondson Village community. While I was travelling to my grandmother’s, on the corner of Allendale and Gelston, a police officer began driving to followed me. The officer continued to follow me for two blocks before activating his lights and signaling me to pull over.

When I came to a stop, immediately I heard the officer yelling expletives at me. I explained to the officer that I had to get my three-month-old son in the house to my grandmother so he can eat. As I went to get my son out of my car, the officer grabbed and threw me against the hood of my vehicle. He stuck a gun to my head while my son was still in the car. My grandmothers’ neighbors were horrified and appalled by this excessive behavior. Frankly, I have never been in trouble with law enforcement. As neighbors pleaded with him, the officer inexplicably threw me to ground, put his knee in my back, and handcuffed me. He told the neighbors to back away or he would make things harder for me.

My grandmother ran to her house crying hysterically, pleading with the police while praying for me. The officer threatened my grandmother and her neighbors to keep quiet or he would lock me up. The officer then searched my vehicle while I was handcuffed. His supervisor arrived and I spoke to him.

I told in the supervisor there’s no reason for me to even explain what went on at that moment because  all autonomy I had prior to that moment was taken away from me in by officer Rodriguez. After finding nothing in my car or any criminal record, the supervisor took the cuffs off. Shaken up and afraid I received a ticket for a seatbelt violation.

I am a full-time student, employee, and father. I am a brother of Alpha Phi Alpha Fraternity Incorporated at Morgan State University. I have no criminal record or run-ins with law enforcement, and I was treated like a common criminal in the community that I was born and raised in, and in front of the neighbors that know and love me. I now constantly look over my shoulder with fear of being pulled over and harassed by law enforcement more than before. I have contacted Internal Affairs and  reported the incident. My fraternity chapters at Morgan, Coppin, Johns Hopkins, Towson, and UMBC are heavily disturbed and involved in the matter. I have contacted the ACLU and the NCAAP about the matter. I have also created a petition on change.org requesting the investigation and termination of Officer Rodriguez Badge number 2646.

I am notifying you so that you are aware of this transgression and to ask you to act in whatever manner you deem appropriate to resolve this matter.

This officer was very discourteous and belligerent . This entire situation was handled inappropriately by this officer. I honestly believe that a reprimand of the officer would do little if any good. I've followed protocol by contacting internal investigations and the citizens review board. Unfortunately neither organization willingly assessed the matter without partiality and bias. I have already made this matter known to Maryland Congressman Elijah Cummings, City Council President Bernard Jack Young and Council person Helen Holton. I will continue to see that this matter is addressed in the independent investigation and termination of this officer as stated in the petition.
