Help an Army War Widow get her funds back from PNB on the basis of RBI's Guidelines

Please help me get my funds back by signing this petition. I'm an Army War Widow and I hold my defence pension account in PNB.
The current RBI Guidelines stipulate that-
"A customer’s entitlement to zero liability shall arise where the unauthorised transaction occurs in the following events:
Contributory fraud/ negligence/ deficiency on the part of the bank (irrespective of whether or not the transaction is reported by the customer).
Third party breach where the deficiency liese neitherwith the bank nor with the customer but lies elsewhere in the system, and the customer notifies the bank within three working days of receiving the communication from the bank regarding the unauthorised transaction.
Reversal Timeline for Zero Liability/ Limited Liability of customer
On being notified by the customer, the bank shall credit (shadow reversal) the amount involved in the unauthorised electronic transaction to the customer’s account within 10 working days from the date of such notification by the customer (without waiting for settlement of insurance claim, if any). The credit shall be value dated to be as of the date of the unauthorised transaction."
On 2nd Mar'19, I was home in the evening when I got 5 sms alerts within 3-4 minutes of ATM withdrawals of Rs 10,000 each totalling Rs 50,000 ..to my utter shock and horror- my month's pension had been fraudulently taken! I rushed to check my bank debit card in my purse and then immediately called the bank customer care, lodged a complaint and got the card blocked. Customer Care informed me that I would have to go to the nearest police station. I rushed there to lodge an FIR.
At the Police Station, I explained the situation to the Sub-Inspector, who was aware of such cases. He asked me to file a complaint but informed me that the FIR would have to be lodged by the Bank as the onus of this fraud was on the Bank and not on me.
I took this police complaint the next working day to the nearest PNB branch.
The Bank Manager heard me out and asked me to fill in certain forms and then mailed all the documents to the concerned department in PNB.
I, too, mailed PNB including the CMD and the various heads of concerned departments.
Despite contacting my own branch, zonal officers, even the CMD, on twitter, the banking nodal officer- no one had appeared to care as a matter of urgency. I have been sent one email from the bank that the liability of this fraud is on me!!!!!!!!..No other explanation and ever since then all my mails are being ignored.
Effectively my bank, which should have immediately reversed the amount to my account has instead withheld my own money, my months pension from me - depriving me of my monetary needs. I have been twice victimised!!
Despite the RBI guidelines which clearly states that the banks are mandated to take responsibility to provide financial assistance to their customers and revert the funds stolen within 10 working days, NOTHING has been done till now 3 months since the ATM fraud occured.
We live in an inhumane & mechanical society. No one in PNB has bothered how I would manage for so long without funds. No one has the right - especially a bank to steal money from their customers in such a way. Investigations can be undertaken quickly.
We live in a defunct banking system here where my bank is refusing to protect my interests and my money..currently there is no preventative mechanism & 1 day this could happen to anyone reading this. Help me get PNB(a name I no longer can trust) to become accountable and not victimise its customers and get my money reversed into my account.
