Disaster Management or Flood Creation by Pune Municipal Corporation?
Pune city has the unique advantage of water supply from six dams, which are Pawana, Mulshi, Warasgoan, Themghar, Panshet and Khadakwasla. These dams are upstream and discharge water into Mula and Mutha Rivers that flow through Pune City. If heavy rainfall is anticipated, water is systematically released so the dams' capacity is not exceeded, and this flow determines the rivers’ flood-line. Any construction within this flood-line would disrupt the flow and make it exceed the normal flood-line, causing havoc to Pune city and its inhabitants in low-lying areas. The Pune floods in 1961 due to breaching of Khadakwasla Dam has already made our vulnerability clear.
Pune Municipal Corporation (PMC) is constructing a 24/ 30 metre wide road from Vitthalwadi to National Highway-4 right within the Blue flood-line on the right bank of Mutha River under Draft Development Plan (not approved by the State Government). Tens of thousands of truckloads of debris have created an earth-filled embankment for this road, reducing the river's cross-section by 26% and width by 55% at some places. In other words, the river may simply change its course during a possible flood situation. The photo shows the flooded Right Bank after just moderately heavy rains on 30 Aug 2011.
Case No. 2/2013 was filed before the National Green Tribunal (NGT) on 04 January 2013 and its judgment (received on 11 July 2013) required PMC to realign the road and bring it as far as possible closer to and beyond the Blue Line; construct the road on elevated pillars in the area that falls within the Blue Line; and remove the debris dumped at the present site.
No action was taken by PMC for 202 days, so a contempt petition was filed with NGT on 29 January 2014; and NGT gave strict stipulations for PMC to complete the work as ordered earlier. PMC then approached Honorable Supreme Court against NGT's judgment, which was dismissed on 12 February, but PMC was given six months extension to comply with NGT's directions; It also forbade any other appeals in any court and also any appeals for further time extensions.
The work has not yet started and the time limit expires on 12 August 2015.
Allowing status quo in the matter is a huge burden on our collective conscience. Please sign this petition for PMC to comply with the directions of the National Green Tribunal and Supreme Court and prevent man made flooding of Mutha River that would cause serious environmental/ personal damage to Pune city.
