The Sree Chitra Tirunal Institute for Medical Sciences and Technology, Trivandrum, Kerala (SCTIMST)  which is an Institute of National Importance established by an Act of Parliament and functioning under the administrative control of Department of Science and Technology, Government of India is currently  in the news headlines, not for the excellence, but for various irregularities.

The Institute established to provide  high quality, advanced treatment of cardiac and neurological disorders, indigenous development of technologies for biomedical devices and materials and public health training and research.

Dr. Asha Kishore who did not have any administrative experience who has not even worked as a Head of the Department has proved her inefficiency in administration for the last four and half years and the following are her credentials:

•             Financial Irregularities and financial mismanagement.

•             Irregularities and corruption in recruitment

•             Increasing number of court cases against the Institute in various courts and other legal agencies.

•             Nepotism, favouritism in the recruitment of senior staff and academic staff.

•             Creation of posts without the approval of Central Government.

•             Mismanagement of patient care activities which has disturbed the entire hospital administration.

•             Wastage of money by conducting the meeting of Governing Body and Institute at Delhi on regular basis.

•             Appointment of loyalists on contract on various posts and thereby heavy financial burden on the Institute.

•             Implementation of 3-3-4 Scheme for promotion of Engineers and Scientists even though Central Government and CAG has made adverse remarks on this scheme.  By implementation of this scheme the Scientist and Engineers have become equivalent to that of medical faculty and caused additional financial burden to the Institute.

•             Appointment of Director’s brother-in-law as Emeritus Professor after retirement with  a monthly remuneration of Rs.2.2 Lakhs in addition to his pension.

•             Autocratic nature of administration  and torturing the staff including the faculty who are not supporting her.

•             Ignoring the reservation policy of the Central Government in the recruitment of Group A posts and acting against the directions of the Central Government and the National SC/ST Commission. Suppressing facts and misleading National SC Commission.

Recently the Institute has changed the categorization of patients who can avail subsidized and free treatment w.e.f. 1st December, 2019 quoting the reason as financial crisis.  The new guidelines are  against the BPL and poor patients and the fact is that no patient will get subsidized or free treatment from SCTIMST on the basis of the new criteria. The general public at large and including the employees of the Institute and various political parties have taken up this seriously.    This issue has even raised in the Lok Sabha. 

It is high time for the Central Government to take prompt action against Dr. Asha Kishore for her inefficiency, various allegations levelled against her, financial mismanagement and the decisions taken to prevent treatment to the poor and socially backward class. 

We request the Hon’ble Prime Minister of India to take appropriate action against Dr. Asha Kishore by removing her from the current post and order for an independent enquiry against her by a High Power Committee to save this prestigious Institution and regain its lost glory to enable it to provide its valuable service to the society at all levels.
