Broward Planning Council meeting February 26, 2026 in regards to the parcel at 1301 S Ocean Drive, Hollywood Beach.

A message from County Commissioner Beam Furr: 


“On February 26th, 2026, the Broward County Planning Council will consider an item regarding a formal request for Land Use Plan interpretation at 1301 South Ocean Drive in Hollywood. Given the intense public interest in this issue, it is important to clarify exactly what will be considered at the February 26th meeting. This item will not seek to make any determinations on the merits of this development proposal itself or the overall compatibility with the land use plan. This item is in response to a request from the City of Hollywood to review a Planning Council staff interpretation. Essentially, this process is an avenue for the city to dispute what Planning Council staff has determined about the use of a specific parcel of land. The specific issue in this request is that the City of Hollywood is seeking a reinterpretation of County staff’s conclusion that this property at 1301 S Ocean Drive is designated Community land use. The City is seeking a reinterpretation that the property at 1301 S Ocean Drive should be designated Medium-High (25) Residential. The genesis of this issue is a series of communications between 2019 and 2023 that provided differing interpretations of the land use map based on existing errors in the drawing of the map, also known as a scrivener’s error. The City claims that they moved forward with this project based on the previous interpretation, which was based on information that Planning Council staff later found to be inaccurate was incorrect. The Planning Council staff interpretation is that a series of communications have clarified the issue, and the interpretation of the land use as Community is clear.
On February 26th, the Planning Council will be making a ruling that either directs staff to revise the interpretation, or affirms the interpretation of Community land use. All public comment on February 26th must ONLY speak to this issue – and not to the larger merits of the plan.
As a County Commissioner, I believe that it is our duty to focus on supporting the most tangible facts instead of parsing previous communications. Thus, no matter what communication mistakes were made in the past by either party, my hope is that the Planning Council makes a decision that considers the most relevant and accurate evidence.

In short, I think the Planning Council staff's interpretation that the land use in question is designated Community is correct. Having been on the Planning Council, and had a front seat to their professionalism over the last decade, they go over and beyond to be as accurate as possible because everyone depends on that. I am a little concerned that people will go to this meeting and be arguing about the merits of the development, where this meeting has nothing to do with the project. It is technical in nature and if people want to weigh in, they should know what the issue is being discussed. The Planning Council will only be considering the interpretation at this meeting."
