PROTECT HAITIAN IMMIGRANTS: DEMAND JUSTICE, DIGNITY, AND DUE PROCESS FROM ICE
Protect Haitian immigrants in San Diego and across the United States from discrimination, abuse, and violations of their legal rights.
We demand justice. We demand dignity. We demand due process.
TO: U.S. DEPARTMENT OF HOMELAND SECURITY (DHS), U.S. IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE), THE U.S. CONGRESS, AND ALL RESPONSIBLE AUTHORITIES
We are members, families, supporters, and allies of the Haitian community in San Diego and across the United States. We are calling for fair, humane, and lawful treatment of Haitian immigrants who come into contact with the U.S. immigration system.
We recognize the federal government's authority to enforce immigration laws. However, enforcement must be carried out consistently with the Constitution, due process, applicable laws, and the basic dignity of every person.
Recent events in San Diego have increased concern within the Haitian community. In September 2026, an ICE arrest involving a Haitian student near San Diego City College drew public attention and led students and community members to call for greater transparency and protection.
Members of the Haitian community have also gathered outside the San Diego Immigration Court to express concerns about recent arrests and the fear experienced by families in the community.
These concerns deserve to be heard.
WE DEMAND:
1. RESPECT FOR DUE PROCESS
Every person detained by ICE should receive the legal process they are entitled to, including clear information about their case and meaningful access to legal representation as provided by law.
2. NO DISCRIMINATION AGAINST HAITIANS
Immigration enforcement should not be carried out through discrimination based on a person's nationality, national origin, race, or language.
3. PROTECTION FOR STUDENTS AND EDUCATIONAL COMMUNITIES
Students should be able to attend school and pursue their education without unnecessary fear or intimidation. Educational institutions should have clear procedures for responding to immigration enforcement activity.
4. PROTECTION FOR FAMILIES
We ask authorities to consider the consequences that detention and family separation can have on children, parents, spouses, and other family members.
5. TRANSPARENCY IN DETENTION
We demand clear and accessible information about where detained individuals are being held, the conditions of detention, access to attorneys and family members, and the procedures for filing and investigating complaints.
Otay Mesa Detention Center is one of the immigration detention facilities serving the San Diego region. An official ICE inspection in 2024 identified deficiencies at the facility, including issues involving communication between staff and detainees and medical care.
6. INVESTIGATION OF ALLEGATIONS OF ABUSE
When credible allegations of abuse, mistreatment, threats, or violations of legal rights are made, they should be taken seriously and investigated through appropriate and transparent procedures.
7. A VOICE FOR THE HAITIAN COMMUNITY
We call on DHS and ICE to engage directly with Haitian community organizations, immigration attorneys, community leaders, students, and affected families to address concerns and improve communication.
WHY WE ARE SIGNING
We believe in law and justice.
We understand that the federal government has authority to enforce immigration laws. But that authority must be exercised within the law and with respect for the legal rights and dignity of the people affected.
We are not asking for special treatment for Haitians.
We are asking for equal treatment, equal dignity, and equal protection under the law.
No person should be afraid to attend school, go to work, take care of their children, seek necessary services, or participate in their community because they are Haitian.
Families deserve information when a loved one is detained.
People with immigration cases deserve meaningful access to the legal process available to them.
Credible allegations of abuse deserve investigation.
And immigration enforcement should be carried out fairly and without discrimination.
WE CALL ON AUTHORITIES TO:
LISTEN TO THE HAITIAN COMMUNITY.
PROTECT LEGAL RIGHTS.
ENSURE TRANSPARENCY.
INVESTIGATE CREDIBLE ALLEGATIONS OF ABUSE.
PROTECT HUMAN DIGNITY.
AND ENSURE THAT IMMIGRATION LAWS ARE ENFORCED WITHOUT DISCRIMINATION.
