Stop the epidemic of anesthesia over-medication

I have seen anesthesia administered observing the patient's brain activity on a brain monitor. I have seen the patient immediately after surgery. I was more than impressed and can not understand why using a brain monitor (which is virtually cost-free to hospitals since they already have them) is not absolutely required. It makes sense, it's observably healthier, and cost-effective.
