Hospitals do not belong in floodplains! Hospitals are critical facilities. "Critical facilities are those that are essential to a community's resiliency and sustainability - otherwise defined as its ability to quickly and efficiently respond to floods, recover from floods, meet the needs of its citizens, and rebuild after floods. Stated simply, critical facilities should never be flooded, and critical actions should never be conducted in floodplains if at all avoidable.
