Subject: Prayers for the removal of career assessment method for the recruitment of the post of Lecturer of OES-I (college branch) in Government Degree colleges of Odisha and Amendment of Odisha Education Service (college branch) rules for provision of 5℅ relaxation to PwD and SEBC in minimum eligibility criteria.

Dear Sir,

We are the students studying in different university across India and are aspirants for lectureship post OES-I of Odisha government. We would like to draw your kind attention to following points in connection with above subject for your consideration.

1) We, thousands of students, are dissatisfied, frustrated and angry with the existing recruitment method for lectureship post. Shortlisting process of which is based on career assessment/ career marks only. No written test for shortlisting of candidates. This is not fair, this is unfair. The very method led to denial of opportunity to thousands of meritorious and well deserving students and aspirants. This is injustice and discrimination to the equally capable students.

2) The order no. 1750/Gen., Bhubaneswar, dated on 18th January, 2019 issued by General Administration & Public Grievances Department which strictly instructed to all the departments of government of Odisha to "remove career assessment as a method of selection from the recruitment rules", implies the fact that government of Odisha has acknowledged the fact that career assessment has serious limitations. Despite limitations the recruiting body OPSC is conducting recruitment on the basis of same (unchanged) rules. How far is it rational

3) The limitations of career assessment makes the OPSC's existing selection method which is claims to be standard is in fact substandard, it is crystal clear, as it denies opportunity, discriminate and injustice to many aspirants and deserving candidates. Students/aspirants community can be made better off, if instead of career assessment a comprehensive written test of objective type will be conducted.

4) The demands of the aspirants is to:

  1. Remove the career assessment method from the recruiting rules {(By the order of GA&PGD, 18th January 2019) or do have amendment in OES (college branch) rules}.
  2. Conduct comprehensive written test/examination based on Computer Based Test (CBT) along with Viva-Voce, proper weightage must be given to each, as conducted by other State PSC exam.
  3. Have amendment of Odisha Education Service (OES) (college branch) rules, make it consistent with UGC regulations 2018 (Minimum Qualifications for Appointment of Teachers and other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education), provide relaxation of 5℅ relaxation to all reserve category including PwDs and SEBCs OBCs in minimum eligibility criteria vis-a-vis General category for the Lectureship post.
  4. Implement 'reservation and relaxation' in letter and spirit as per the Constitution. Provide adequate additional affirmative action to women, transgender, ST, SC, SEBC, PwDs and EWS, if any. 
  5. Allow Pass students, consider and make them eligible. Don't discriminate with students having 'Pass' bachelor degree with 'Honours' bachelor degree if they have master degree in the concerned subject.

It is, therefore, we appeal before you to take a serious note of our genuine demands and quickly take appropriate steps in favour of the greater interest of higher education in the state with provision of equal opportunity and social justice to everyone.
