 The founding Director ( David Casselman) Cambodia Wildlife Sanctuary has sent a letter to the Senate of Pakistan offering to provide lifetime sanctuary for Kaavan. They are offering immediate care for Kaavan in a natural habitat ensuring his social needs, medical needs will be met. Kaavan will be in expert care of those who can tend to the needs of an elephant exposed to 30 years of severe neglect.

 In the beautiful country of Pakistan, I am the only standing elephant at Islamabad Zoo my name is Kaavan

 For 3 full decades I have been a prisoner at Islamabad Zoo. I can barely survive I have been abused, neglected, isolated,  I have been given a malnutrition diet and denied of much needed medical attention.  I have even gone without water and a shelter to protect me from the extreme summer heat and winter cold  .

 Over the years there has been a global outcry of many people in Pakistan and internationally, campaigns fighting for my right to freedom and a life in sanctuary.

 On June 15, 2016, at the Senate meeting, Senator Samina Abid raised the issue of Kaavan living chained and in solitary confinement. During that meeting she noted Kaavan is living in deplorable conditions and called for him to be unchained.

 On July 25, 2016 The Senate Standing Committee discussed the issue of Kaavan on the directions of Senate Chairman Senator Rabbani had taken notice of the issue after media coverage reported “terrible conditions” under which Kaavan was kept in the zoo.

 The Senate Standing Committee agreed that sending Kaavan to sanctuary was "the right thing to do" Led by the chair committee Chairman Senator Talha Mehmood, along with members of the committee Senator Kulsoom Perveen and Senator Samina Abid, recommended sending Kaavan to a sanctuary.

 CDA has a duty to respond in writing within 60 days with any objections this was not done.  Their written objections would have prompted a full Senate vote.

 The following month, on August 30, 2016, Senator Talha Mehmood held a senate meeting regarding the conditions of the animals at the zoo. At this meeting, he concluded that papers would be completed and Kaavan be transferred to sanctuary as soon as possible due to his mental suffering lack of any medical care , isolation , chaining they acknowledged that Islamabad Zoo can not take care of Kaavan’s basic needs. 

  At this meeting the Senate Standing Committee urged the CDA to complete all documentation for Kaavan's transfer to sanctuary.  

 Many dedicated actions from many people have already resulted in change, but we must acknowledge that despite all efforts, Kaavan has not been transferred to sanctuary.

In December 2016 discussions took place suggesting improvements to Kaavan's enclosure and training for the mahouts to be carried out within 6 months.  To date they have not even begun work on these improvements.  And after 3 decades of abuse and cruelty (including the death of the female elephant Saheli who died from severe neglect on 1 May 2012). We remain very concerned for Kaavan's mental and physical health.  It is clear that Islamabad zoo will never be able to offer the care and freedom that Cambodia Wildlife Sanctuary is offering. 

Kaavan's life is of great importance to us all,  we applaud  the Senators decision to do what is right for Kaavan and for Pakistan and we all have been patiently waiting for the past 8 months on release paper’s to be signed.  We thank the Senators for taking notice of Kaavan and we want nothing more than the next steps to unanimous vote and Free Kaavan to Cambodia Wildlife Sanctuary immediately.
