Dispensing instant justice through "encounter killings" or "mob lynchings" is a sure recipe for lawlessness.

In the Ryan International School murder case, the driver confessed to the crime but on further investigation by the CBI, it was revealed that it was in fact another student who committed the crime. Think about a situation where the police have encountered the driver for dispensing instant justice and the truth was revealed later.

Since criminals were going Scot free, because of piling up of cases in courts as well as the shoddy investigation by the police department - both because of the shortage of manpower too - encounter killings were encouraged from the 1970's leading to an instant hurrah but unwanted long term consequences

(a)some of these "encounter specialists" started running a private business of "settlements" thereby making money

(b)politicians started using these encounter specialists to eliminate their political Rivals

Later police started using criminals to eliminate others thereby creating Monsters like Dawood Ibrahim; they also used surrendered naxalites like Paritala Ravi in AP - whose life was shown in the movie Rakta Charitra- to eliminate other naxals but Ravi went on to become the don of AP.

The permanent solution even if takes some time
(1)Against a united nations norm of 222 policeman per lakh of population, India has 139 and an approval of 181.
(2)The 1987 Law Commission recommended 50 judges per million of population and India, today, has 19 with 25% of the positions vacant;

Clearly "minimum government, maximum governance" is a wonderful slogan but "minimum government" should not apply to the law and order machinery where there is a need for additional capacity building.
