The purpose of legal punishment is to reform the law breakers, not to rob and harass them.

 Currently the Motor Vehicle Act 2019 is a bill to rob and torture the public.
 
Most of the people of India are not able to pay the enhanced penalty according to this bill, nor have such developed systems been made in the country, on the basis of which the government should charge such a huge fine.

For example, a fine of ₹ 10000 will be imposed for dangerous driving, now who will decide whether the driving was dangerous or not. Have CCTV cameras been installed across the country to certify dangerous driving?

The whole country is aware of corruption of RTO officers. 5000 to ₹ 7000 is charged as bribe for work with a fee of ₹ 1000 in RTO. Making such corrupt officers / employees as judges for fixing fines will give a terrible boost to corruption.

 I am from Uttar Pradesh, there is panic of animals on the roads here. The roads are filled with pits. The roads are vulnerable to haphazard and dangerously constructed illegal shrines, including the National Highway.
  Barring metros, most of the intersections in the country do not have basic facilities like street lights, traffic lights and zebra crossings etc. The intersections where the street lights & traffic lights are installed is also not working properly.
  All these together lead to hundreds of accidents every day. Therefore, the government's argument that only by increasing the penalty will these accidents end or stop is nonsense.
    The status  of unemployment is such that people are barely earning 5000 to ₹ 7000 a month, if any traffic rules are broken by mistake or hurry on their day, then their entire month's earnings will go towards filling the challan / penalty.
    The actual scenario is that, condition of most of the people is such that they buy a motorcycle on installment but cannot fill that installment in time.
    In such a situation, it is unfair, unfair and dictatorial to impose such heavy penalty on the people of the country.
  I Dhirendra Pratap, request all of you to sign this petition and force the Government to abolish Motor Vehicles (Amendment) Act 2019.
