Injustice to the Jawans in implementation of 7 CPC (regarding X- GP pay)

Our Prime minister Sri Narendra Modi proudly mentioned often in his speeches “we have implemented OROP for armed forces which had been pending for more than 4 decades”. But what we saw from the Army Pay Rules (mod.gov.in/writereaddata/armypayrules.pdf) which were released on MOD site on 03 May 17 was very shocking to all of us especially X Group personnel.
As per 6 CPC X Group Sgt was kept in Pay band- 1 with Grade pay of 2800 instead of 4200 (expected to be at par with civilian with having diploma). But their clarification was X Group pay of 1400 would compensate for the difference (loss). (refer page no. 83& 84 of 6 CPC report)
Excluding X-pay from the pension is great injustice to the Jawans those are retiring at their early age from the service.
While Commissioned officer's pay has been hiked from 2.57 to 2.67 times, X-Gp PAY has been separated from the commutation into their pension of the Jawans (PBOR). Again a section of Armed forces has been defrauded with in 7th pay commission.
And this is so happening again and again in the pay commission, the poor soldiers i.e. PBORs are being cheated in every pay commission. It feels as if it is because there is no representatives of PBORS to talk to the Govt on the issue of anomalies in their pay & service conditions.
Dear veterans , we like to have a question from you, ultimately who is responsible for this debacle with respect to 7th CPC implementation so late ? Who made it to be so late ? Who are behind this? What were there objectives? And what benefit did they get out of this?
And dear veterans as PBOR WHAT DID YOU GET FROM THIS EXERCISE OF DELAY OF 7TH CPC. On whose instance 7th pay commission has been delayed?
And by now what has been achieved in delaying it?
Answer is, all the three Chiefs has quietly accepted the 7th CPC as their demands of increasing the pay from 2.57 to 2.67 of commissioned officers has been fulfilled at the cost of X-Gp pay of poor JAWANS, thereby preventing the PBORS from pensionary benefits and reducing their pension, gratuity, leave encashment etc.
Instead they should have advised the govt not to bring the parity in the pay and salary of the officers, and also in the parity of all the pensioners at the cost of X-Pay of the poor soldiers. But they have very quietly accepted it.
They should have refused to accept it for this discrimination caused to the poor PBORS. As they refused to accept the 7th CPC 9-10 months ago.
Big question is how can all these Chiefs are silent on this sort of discrimination. They have stabbed in the back of PBORS, and they have hit right in the stomach of poor Jawans.
Now you may be thinking, what is the govt is doing? Govt only acts upon advice and suggestions presented by all the three Brasses of Armed forces and the kind of pressure they have made upon the govt.
