Getting Official Documents damaged in Floods - Free of Cost

Recently on 22nd July 2021, several parts of Western Maharashtra were affected by drastic floods causing damage to human, animal, plant life. Many people have either lost their family members, their homes, their belongings (cash, property, essential and non-essential assets contributing to daily routine life).
Although the Government has announced help of 10,000₹, 50,000₹, 1,50,000₹ for people who have been affected by damage to their property, shopkeepers who have their shops affected, and people who have completely lost their homes.
At a personal level, many people weren't even able to save things that can't be brought back. Few things that can be got back can be official documents for which every citizen applies. For e.g. Domicile Certificate, Nationality Certificate, their SSC, HSC, Educational Documents, more precisely Aadhar Card, PAN Card, Birth Certificate and many other documents have also been damaged in the floods.
These documents can be acquired back after applying but each will have its own specific cost associated with it. Now, for a common man, these charges will be high who has lost almost everything in floods. This cost associated with these documents if made free of cost will surely help each and every affected person in the floods.
There's more that can be compensated in terms of money which the government would already do. But something which is the hands of the government itself or either the holding authority of physical/digital documents can surely help in this situation.
This petition can surely apply for every case when there is another disaster as well and such costs aren't something which a citizen should bear at least.
