Driving License to be awarded like an education degree, post stringent tests and exams.

Everyday on the roads and streets of India, one finds people driving at 40 km/h in the fast lane meant for 90km/h and vice versa. Cars parked in these fast lanes on the extreme right to change tyres or random stops, people reversing their cars to get into another exit or deciding which exit to take.
There is such lack of education when it comes to driving ettiquette that no matter how many fines or penalties are levied on the violators upon being caught, day-to-day organised traffic and driving sense will never be a norm in India.
By this petition, I would like to reach out to the Prime Minister of India Narendra Modi and Minister for Road Transport and Highways and Shipping Nitin Gadhkari, to make policies of awarding licence more stringent which requires people to undergo proper training before being awarded a driving licence. As it's not merely their own life they are dealing with or their fellow passengers' but also that of the other passersby.
