Belize Citizens Committee started this petition to Prime Minister Dean Barrow and

Belize became independent through UN General Assembly Resolution 35/20 which clearly states that Belize's independence, sovereignty and territorial integrity should not be prejudiced by Guatemala and UK attempts to resolve any of their remaining differencies. Guatemala's neo-colonial unfounded claim has no place in the world of 2019 and Belize has no legal nor moral obligation to respond to such a fallacious, deceptive exercise.

Yet, the Government of Belize signed a legally binding Special Agreement for a process to end with an ICJ binding judgment on any and all legal claims of Guatemala, without appeal option.

Belizeans are being bullied into a "yes" vote by its own government using many millions of unaccounted-for foreign money driving a one-sided "yes to ICJ" propaganda by way of saturation advertising exclusively of the "yes" arguments, disenfranchisement of large numbers of Belizeans at home and abroad from voting, while 25% of the population are illegally naturalized first and second generation Guatemalan Belizeans who will be able to vote, the vital statistics unit is in total chaos with thousands of Belizeans not able to get birth certificates to register to vote, the re-registration of voters is grossly incomplete and vast majority of Belizeans are feeling insufficiently informed, unprepared and confused to make such existential, irreversible decision, and there is a desperate political polarization of the electorate.

If the people of Belize participate in such a referendum they will be giving legitimacy to Guatemala’s unfounded claim and will be colluding in the reversal of all the gains of United Nations  Resolution 35/20.

Thus this referendum must not be held and the people of Belize should not participate in any such referendum that seeks to “prejudice the inalienable rights of Belize”.

Efficient Breach Theory states that “the consequence of breach must be superior to those of performance” of the Special Agreement contract,  (for MORAL OBJECTION to be justified), which will likely end with a win-lose judgment at the ICJ, when only a Win-Win scenario for both Belize and Guatemala is acceptable to Belizeans...and thus our suggestion for the negotiation of a Treaty of Peace, Amity, Commerce, Navigation and Recognition; with Belize/Guatemala/SICA/Caricom/UK and Friends of Belize/Guatemala parties to the negotiation.
