Honourable Prime Minister and Chief Ministers of All States and Union Territories,

For the last 40 days entire nation has shown extra ordinary discipline, observing lock down that was meant to prevent the spread of Novel Corona - Covid 19. Crores of people of this nation have not been caring for the starvation hoping a better future. At such a crucial moment, in the name of relaxing rules of lock down, permission was accorded on the sale of liquor in .Andhra Pradesh ( floated their own election promise of total prohibition) others parts of the country. . it was reported that 5 people died in separate incidents related to liquor, in just two neighbouring districts of Andhra Pradesh.

Till yesterday, beginning from the lock down 1.0, as there was no liquor there was no domestic violence (on women and children) associated with liquor consumption was reported. A kind of natural process of de-addiction began on its own due to non-availability of liquor and the health of those addicted was on improve. 

By according permissions on the sale of liquor whatever efforts the whole people of this country have been putting in for the last 40 days have become a waste. Had there been such an opportunity in the modern history, that has knocked the doors of the governments which has provided a congenial atmosphere better than this wherein liquor can be banned easily? Just to remind you of the constitutional obligation Article 47 says is quoted here:
The State shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties and, in particular, the State shall endeavour to bring about prohibition of the consumption except for medicinal purposes of intoxicating drinks and of drugs which are injurious to health.

Opposing prohibition, certain arguments are forwarded that prohbition will create a space for illegal sale of country made liquor and smuggling of liquor. We have faced several internal and external security problems successfully in past and present also. With such a high-spirited machinery, it will not be a big task for our country to eradicate illegal sale of such kind of liquor.

Therefore, we demand both the Central Government and State Governments to ban the sale of liquor and not just limiting the ban during the lock down period, but make use of the greatest opportunity evolved in a time of crisis to the maximum extent and make the country a liquor free India
