The United States incarcerates the highest percentage of its citizens in the world.

Solution: Make it impossible to continue the current flaws.

Eliminate Plea Bargains

A plea bargain allows the government to incarcerate and/or control the citizen via an entirely coercive procedure that no founder would support.  The key is to break the system that would be crippled by holding trials (as they should) for every crime.  Bad or marginal cases would get dismissed because of lack of resources.  

Eliminate probation

There are not enough prisons to incarcerate the accused.  So its either jail or nothing.  There would be many dismissals for lack of jail space.  Meek Mills is a good example of the abuse of probation. 

Both of these changes would simply overwhelm the justice system and the incarceration rate in the U.S. would drop significantly.  Maybe the U.S. can catch up to the lower incarceration rates in North Korea, China, Iran or every other country on earth.

Is the U.S. the most criminal country in the world or has the justice system been bastardized to maintain high levels of incarceration and control over the citizens.  Plea bargains and doomed to fail probation only became widely used in the U.S. in the 1900s.  Time to go back to the good old days of what the founders believed in -- jury trials.
