Manila is the capital of the Philippines. It is the city that serves as a center of government and center of the country since it is where almost all transactions are done. With these everyday habit and process, it leads to create smoke and gases being pumped into the air changing the city’s temperature. In short, everyday it faces daily release of fossil fuel emission from different engines, companies and transportation. We all know that fossil fuels is non-renewable source of energy meaning it is not safe to our solar and wind. It actually releases carbon dioxide which contributes in the release of greenhouse gases making the temperature in Manila increases. These fuels pollute the environment contributing to climate change for it destroys Mother Earth’s protection. Yes, fossil fuels are good source of energy, but if we look on its negative side, how can we able to protect the city’s pollution considering climate change, one of the biggest issues as of today? The Clean Air Act of 1999 provides a comprehensive policy to provide clean air to Filipinos. However, air pollution continues to worsen more than a decade and temperature still increases.

According to the data gathered, Manila’s top most problem in terms of pollution is air pollution. Air pollution has the highest rate out of 8 categories. It reaches the rate of 84. 32 and if we look to its index it is considered as very high since Philippine’s World Health Organization said that about 30% - 50% is from the release of carbon dioxide in transportations and power plant factories or companies who uses fossil fuels. Not only that it Manila faces air pollution but it also suffers from very low air quality gathering 15.68 out of all categories. Due to lack of air quality, Manila reaches already a heat index of 39 degree Celsius as of 2019 based on CNN Philippines that may continue to increase up to 41 to 54 degrees Celsius bringing dangerous effects on the human body, including heat cramps and heat exhaustion.


o   Affects the capital’s temperature

Since fuels release dangerous gases especially carbon dioxide, it contributes to the greenhouse gases causing a climate change and an air pollution.

o   Living organisms need to adapt any sudden change

If there is a change in temperature, the daily routine of all living organisms will be affected. Plants and animals need to adapt quickly in order to survive. We, humans, expect a high demand on our basic needs and expect different changes on our everyday life.

o   Can cause certain illnesses

If ever fossil fuels emission and changes in temperature continues, the high heat index can affect one’s health. It can lead heat stroke, heat cramps, heat exhaustion, heat syncope and heat edema.

o   Leave dangerous pollutants

The process of making fossil fuels can leaves and break free dangerous pollutants like ozone, particulate matter, Sulphur dioxide, Nitrogen dioxide, Carbon monoxide, and lead. that can affect not only the air but also the water supply.


The concern of this petition is all about climate change and air pollution cause by fossil fuels emission and dependence. It is under climate justice since it focuses on the roots and main reasons causing climate change like our addiction to fossil fuels that can already be observed in the frequency of extreme weather, the strength and regularity of heat waves, disappearing biodiversity, and the need for new flood defenses to protect the cities especially Manila. It has a great impact on global warming changing and increasing the temperature in Manila. This petition is trying to break free harmful fuels and to create solutions for our climate and energy problems that ensure the right of all people to live, learn, work, play and pray in safe, healthy and clean environments.


o   Can reduce the emission of carbon dioxide in Manila

Burning fossil fuels like coal and oil release carbon dioxide and other greenhouse gases causing the surface to trap more heat. It mostly due to transportation in the capital. If we reduce and lessen the use of fossil fuel, we can also diminish dangerous gases in Manila.

o   Can protect biodiversity

Fossil fuels is the number one factor of climate change which is quickening biodiversity loss by presenting changes to plants and animals. If we can eliminate it and start conserving energy, we can have a good place for everyone to live.

o   Clean Air Quality

According to the statistics, Manila has low air quality factors due to the capital’s factory and transportation, if we can eliminate and persuade the capital to use alternative source of energy, we can able to clean the atmosphere around the area and create a good capital to the investors and tourist. It can also improve one’s health.


The solution is to implement a policy to use electric fuel from solar, wind and water and to use biofuels in Manila. Also, to upgrade the use and production of biofuel using technological advancement with the help of different investors and factory. Encourage people in the city to conserve energy is also an important solution, since every action has every consequence.

Rather than fossil fuels, there’s still many alternative ways to use different energy. One alternative way is the use of biofuel. Biofuels are fuels that have been extracted from plants and crops making them organic. This plant-based fuels comes from renewable source that can be grown anywhere and have lower carbon emissions as compared to fossil fuels that is not a renewable source. The only problem is that the process. The biofuel itself is actually a good factor, though its process is quite expensive, so the government should at least look it into and improve its production.

Other than biofuels, there are more. We can use electric fuel. There must be a policy to use this kind of fuel. These are fuels designed like battery that carries electricity as its main source like e-jeep that can be apply to all not only on jeepneys. The good thing about it is that the source of energy is from the environment itself but most important it doesn’t harm anything, like solar energy from the sun, wind energy from the atmosphere and hydroelectric energy from current of water.


Yes, fossil fuels are very good source of energy that’s why everyone is so addicted to use it. Almost all of us depends on its functions, but we only realize its bad impact when we already the saw the changes in our temperature and atmosphere. Now, that the global warming and climate change is there, we must have the initiative to use everything in moderation and find ways to take actions as the protector of the Mother Earth. Manila being capital of the Philippines must be a good example to other cities of the Philippines. Therefore, it must take change, improve and break free the things that causes its harm like fossil fuels. I’m not saying to totally eliminate it, but we must avoid using it since there’s still many alternative ways to replace it. The government must open its eyes on what’s happening with Manila’s air pollution and must take it as an emergency that needs a cure and remedy. Most importantly, we, humans, must take actions as well. We must decide what to use and must have the initiative to help the environment. Look at your environment, listen to the government and take this as a guide to create your own action in using fuels and conserving energy.
