Stop the corruption in Guatemala

Los guatemaltecos y guatemaltecas residentes en el extranjero, organizados en diversas entidades, y sectores solidarios, ante la serie de sucesos que ocurren actualmente en nuestra patria, los cuales nos duelen y nos agravian, manifestamos:
- Nuestra indignación ante la destitución ilegal del Licenciado Juan Francisco Sandoval Alfaro, Jefe de la Fiscalía Especial Contra la Impunidad –FECI- del Ministerio Público, llevada a cabo por la Fiscal General Consuelo Porras.
- Nuestro respeto, solidaridad y agradecimiento al Licenciado JUAN FRANCISCO SANDOVAL ALFARO por su ética y entrega profesional en la lucha contra la corrupción en Guatemala, tanto desde el período en que realizó efectivas labores de coordinación con la CICIG, como durante los tres últimos años en los que se ha desempeñado como Jefe de la FECI. Sabemos que su trabajo lo ha desempeñado con profundo amor a nuestro país. Reconocemos su diligencia profesional, así como la actuación de los Fiscales integrantes de esa Fiscalía, varios de ellos en el exilio, en la búsqueda de afianzar un sistema de justicia para todos los pueblos de Guatemala; Mayas, Garífunas, Xinkas y Mestizos.
- El total rechazo a la acción perpetrada por la Fiscal General y Jefa del Ministerio Público pues con ella profundiza la pérdida de independencia de una organización clave para la consolidación del Estado de Derecho y posiciona a Guatemala como un Estado al servicio de los poderes paralelos y de la corrupción.
- El profundo repudio ante el actuar del rector y ex rector de la Universidad de San Carlos de Guatemala, hoy en prisión, por su involucramiento en el caso Comisiones Paralelas para la postulación de Magistrados de la Corte Suprema de Justicia y Corte de Apelaciones; y de los Diputados del Congreso de la República que continúan sin elegir a los nuevos Magistrados para ambas cortes de forma ética y en apego a méritos de capacidad, idoneidad y honradez, como lo establece la Constitución Política de la República de Guatemala.
Por lo anterior, exigimos:
1. La inmediata restitución de su cargo al Licenciado Juan Francisco Sandoval Alfaro para asegurar el seguimiento riguroso de todos los casos de corrupción que ha investigado la FECI.
2. La renuncia de la Fiscal General por su incumplimiento de la Ley Orgánica del Ministerio Público y por faltar a los compromisos de garantizar la autonomía de esa institución, de la defensa de la legalidad, de los derechos humanos y de velar por el estricto cumplimiento de las leyes del país.
3. La renuncia de los Diputados del Congreso de la República implicados en casos de abuso de poder, desaparición de fondos públicos, venta de plazas o puestos fantasma, delitos y corrupción, y que existiendo procesos en su contra se han amparado en la inmunidad del cargo utilizándola como impunidad.
4. La renuncia del Doctor Alejandro Giammattei a la Presidencia de la República de Guatemala por la indiferencia e ineficiencia demostrada ante los graves problemas que afectan al país, tanto en la crisis creada por la destitución ilegal del Fiscal Juan Francisco Sandoval como por su desatención a las víctimas de los desastres naturales y de la pandemia del CoViD-19, el enorme endeudamiento y la poca transparencia en el manejo de los recursos del Estado.

We, Guatemalan nationals residing abroad and organized in various entities and sectors who have been closely monitoring the distressing events occurring in our homeland declare:
• We are appalled over the illegal removal of Attorney Juan Francisco Sandoval Alfaro, head of the Special Prosecutor’s Office Against Impunity – FECI (Spanish acronym) – within the Federal Prosecutor’s Office, which was carried out by Consuelo Porras, Attorney General.
• Our respect, solidarity, and gratitude to Attorney JUAN FRANCISCO SANDOVAL ALFARO for his ethics and professional devotion to the fight against corruption in Guatemala. During his tenure, he was successful in his mission which he coordinated with CICIG during the past three years while acting as head of FECI. We know that he has performed his duties with a deep love for our country. We recognize his professional diligence and the conduct of the members of the Prosecutor’s Office, many of them living in exile, in their efforts to guarantee a system of equitable justice for all the peoples of Guatemala: Maya, Garifuna, Xinca, and Mestizo.
• In this regard, we support the endeavors and dedication of the leaders of the peoples of Guatemala as together we move towards a multinational state which represents the legitimate aspirations of the majority of its citizens.
• Our absolute rejection of the actions of the Attorney General and head of the Federal Prosecutor’s Office, which is in direct contradiction to the rule of law and our constitution and has positioned Guatemala to be recognized nationally and internationally as a failed state at the service of corruption and economic powers bound together in CACIF.
• Our outrage at the behavior of the Rector and Ex-Rector of the University of San Carlos in Guatemala, currently in prison due to their participation in the case; the parallel commissions for the nomination of justices to the Supreme Court and Court of Appeals; and the indignation of members of Congress of the Republic who have still not named new justices to either Court in a manner that is ethical and based on merit, competence, suitability, and integrity, as established in the political constitution of the Republic of Guatemala, and in so doing, debilitates the rule of law.
We, therefore, demand:
1. The immediate reinstatement of Attorney Juan Francisco Sandoval Alfaro to his post to assure the thorough prosecution of all corruption cases that is investigating.
2. The resignation of the Attorney General due to her failure to comply with the organizational laws of the Federal Prosecutor’s Office, and her failure to guarantee the autonomy of that institution and to defend the rule of law to protect human rights, and to safeguard the strict adherence to the laws of the nation.
3. The resignation of those members of the Congress of the Republic who are implicated in cases of abuse of power, in the disappearance of public funds, in the sale of vacant posts or phantom posts; and in crimes of corruption. Additionally, we demand the resignation of those who have sought refuge in the immunity granted by their position, and therefore shielded themselves.
4. The resignation of Dr. Alejandro Giammattei from the presidency of the Republic of Guatemala, due to his indifference to human suffering, and the disorganization he has demonstrated in the face of the severe problems that affect the country. Furthermore, we denounce the absolute social chaos that was created by the illegal removal of Juan Francisco Sandoval, District Attorney, and Giammattei’s neglect of victims of natural disasters and particularly, the Covid-19 pandemic; the enormous amount of national debt accumulated; and the absolute lack of transparency in the management of state resources.Los Angeles, California,
