Millions of unhoused American citizens have fallen through the systems' cracks and have no access to healthcare except thru their local hospital emergency room - which does not manage chronic conditions and has often been unavailable during the pandemic.  The affordable care act does not have a provision to address healthcare for individuals who are living far below poverty level, without a physical address or any source of income, that for these reasons do not file federal income tax returns. 

This leaves an already vulnerable population without access to life-saving medications and treatments for diabetes, hypertension, and other common chronic physical and mental illnesses - which can have devastating effects on the individual as well as increasing the burden on emergency rooms, and city jails (where untreated mentally ill are often wrongfully incarcerated).  

I am an unhoused American, and recently attempted to sign up for health care coverage through the federal marketplace website after seeing a news report about an extended pandemic enrollment period and the government's frustration that many they perceive as eligible have failed to register. 

When I was told I do not qualify for assistance based on my failure to file a tax return, I realized that many of those who "failed to register" are simply not able to do so, and are equally frustrated by the government's incorrect insistence that most Americans who do not have health insurance are eligible and choose not to have it.   

This gap in both perception and actual health care coverage - allowing us to see a primary care doctor and receive ongoing care as needed - must be addressed by our elected leaders immediately.
