In accordance with NAVADMIN 163/18 Navy Uniform Policy and Uniform Initiatives Update, the Uniform Grooming Standards for Female Sailors have been relaxed for hair care. We are happy for our sisters and will continue to walk with them in their fight for equality. However, with the release of BUPERSINT 1000.22B in October 2019, more restrictions have been placed on men in the Navy. Permanent no shave chits have been eliminated and a lot of our brothers who have gone through the pain of letting their faces bump and bleed have to start from scratch. The difference now is they either get laser treatment, shave and suffer, or get out. This new discrimanatory policy disproportionately affects male sailors of African descent and we will not tolerate it. We are tired of the upper chain not listening to sailors. We are tired of losing good people for miniscule reasons. Our allies have beards and we want them too. With this petition, we request that all men in the Navy be allowed to grow beards if they so choose. A new grooming standard needs to be set for men and we would like it to start with the elimination of BUPERSINT 1000.22B.

Furthermore, to avoid future harassment and humiliation from superiors we request the following:

All Shore duty sailors are authorized to grow beards up to 1/2 inch in length with a neat line up to maintain a professional appearance.

All Sea duty sailors are authorized to grow beards up to 1/4 inch in length with a neat line up to maintain a professional appearance. While deployed in a tax free or combat zone, commanding officers may direct all sailors under their command to shave in times of high alert or imminent danger.

All squadron airmen will abide by shore duty rules when stateside but adjust to sea duty rules when deployed or attached to a sea command.
