In court on June 23, 2021, Britney Spears revealed that she has been in a state of involuntary servitude for the last 13 years.  This is unjust, and is a clear violation of the 13th Amendment to the US Constitution.  Congress has passed laws to right such injustices.  Those laws are described in https://www.law.cornell.edu/uscode/text/18/part-I/chapter-77

In court, Britney Spears said that the people who have done this to her deserve to be in jail.  The law agrees.  18 U.S. Code § 1589 specifies up to 20 years in jail for those who help provide, or who benefit in any way, from forced labor.  Arguments may be made for multiple forms of illegal coercion in her case, but the strongest argument is for the third, the abuse or threatened abuse of law or legal process to coerce someone.  Which is what the Conservancy did.

In addition, 18 U.S. Code § 1593 specifies that all involved owe Britney Spears mandatory restitution, in the amount of the gross income or value to the defendant of the victim’s services or labor.  So, for example, if she performed for a venue on a contract negotiated with the Conservancy, that venue owes her the gross ticket receipts earned from her performance.  This is supposed to be punative.  The goal is to make forced labor so unprofitable that nobody wants to be involved with it.

This law applies to everyone working for the Conservancy that has controlled her life.  It also includes those paid out of her estate that are part of maintaining her situation, such as her lawyer Sam Ingram.  Furthermore it includes those who negotiated directly with the Conservancy for her labor for any venue, TV show, or other entertainment service that she provided.  The entertainment industry has a long-running and well-documented history of poor behavior towards its stars.  Therefore the list of indictments should be inclusive to create strong incentives against any similar abuse of other stars in the future.

Therefore we ask that the President direct a full investigation by the Justice Department of this matter. And that the Justice Department in turn aggressively lays and pursues all possible charges justified by the Constitution and federal law.
