Russia has recently amassed its military on the border with Ukraine and is threatening with invasion, possibly using provocation as a pretext to invade Ukraine.

We recommend these long-term (__emphasized__) and short-term US policy goals regarding the Russia-Ukraine conflict:
* __Minimize the loss of lives in the inter-Ukrainian and the Russia-Ukraine conflicts.__
** Supply Ukraine with enough defensive-only weapons systems for successful defense (regular military and guerilla) against the Russian army.
** Declare Ukraine and Donbass+Crimea territories a long-range missile-free and nuclear-free zone.
** Stop Nord Stream 2 gas pipeline from operation now and dismantle it within a few years (use sanctions against Germany if diplomacy fails), to prevent the Russian military from considering long-term military conflict.
* __Improve the lives of Ukrainians.__
** Decrease corruption (top down and bottom up), improve education (model on Finland) and improve economy (remove all US and EC tariffs on Ukrainian goods) in Ukraine.
* __Other than the above, leave Ukraine as free as possible from the interference by the more powerful countries, most notably USA+NATO and Russia.__
** Facilitate transformation of Ukraine into a neutral country with foreign policy and army modeled on Switzerland, rather than the NATO member countries, so that it can serve as a buffer between Russia and NATO.
