THE PETITION:

The New York City Metropolitan area is now the epicenter of a coronavirus pandemic in the United States with infections exceeding 120,000 as of April 6, 2020 and over 4,000 deaths. This is more than a third of the nation's total of 330,000 and 10,000 respectively. It occurred entirely within a dense urban center in less than four weeks. Then New York announced a record 731 deaths in a single day.

In an effort to prevent viral spread, other states have ordered inspections and quarantine for all persons arriving from New York State. Connecticut, New Jersey and Long Island are now the victims of a "coronavirus wildfire" according to their governors. In contrast, an in-state quarantine to protect upstate was opposed by New York's governor despite a conflict of interest between entirely distinct regions.

Exacerbating this crisis, violent criminals are being released from Rikers Island and other prisons. They are prone to head upstate, following the wealthy persons who can flee the epicenter. Hospitals, infrastructure and law enforcement are not equipped to handle the sudden exodus while more people are placed at high risk of infection, death and facility overload. Parents are particularly concerned about the impacts to their families, friends and future generations.

As a result, upstate communities are now suffering a latent curve in rates of infection which threatens a more prolonged and risky reopening of businesses, courts and government  facilities facing an already distressed economy. Put simply, due to a lack of leadership and advocacy, upstate New York is being used, left behind, and may never recover.

Be it therefore resolved, that the undersigned hereby request that our president, New York governor, FEMA and other public servants take immediate action to protect upstate residents north of Rockland and Orange counties, including, but not limited to, the following:

1)  A travel ban to be enforced at toll booths and random locations using protocols already in place for vehicle inspections and sobriety checkpoints;

2)  A restriction on the transfer of infected patients to upstate facilities to safeguard a largely uninfected population and to prevent a second wave of infections in the epicenter when they return;

3)  Bracelet monitors on all released inmates to assure their compliance with the travel ban;

4)  Monitoring and mandates upon those arriving upstate to self-quarantine for a minimum of 14 days;

5)  A minimum six month moratorium on regulations, taxation and enforcement practices to enable businesses to re-start when the epidemic has run its course;

6)  A plan to address family crises emerging from long term lock-downs;

7)  Employment of the National Guard to assist containment measures.
