For the better part of the last two decades, the Pakistani military and intelligence agencies have directly supported and sponsored the Taliban to commit terror against the United States and Afghan Military and the civilian population in Afghanistan. The evidence of Pakistan committing state-sponsored terrorism was presented to congress in a joint hearing before the subcommittee on terrorism on July 12, 2016. Still, the United States has taken no significant action to address it.

As a result of Pakistan's direct support to the Taliban and several other regional terrorist groups, thousands of the U.S and Afghan military services members have lost their lives or have been severely injured. Meanwhile, Pakistan still enjoys hundreds of millions of dollars in military and civil aid funding from the United States annually.

Applying sanctions and stopping the military aid funding to Pakistan will force Pakistan to seize its support of the terrorist groups who commit terrorism all over the south and central Asia region.

Without applying sanctions on Pakistan, the sacrifices of thousands of U.S, Afghan military, and civilian populations will be in vain. Instead, the ruthless Taliban regime that violates all fundamental human rights will come back to power in Afghanistan. Under the Taliban, no women will be allowed to pursue education, work, or go out of their homes without a male guardian. In addition, the Shiia and Hazara minority will be persecuted and subjected to sectarian and ethnic cleansing.
