Soldiers are not in South Korea to fight cancer!!! They are not allowed to wear masks to protect themselves from the harmful side effects of fine dust /pollution while in uniform whether because of budget issues or regulations. These really bad pollution levels only raise the chances of lung cancer which can be preventable with a mask!
Bad levels of pollution can also raise the risks of strokes, Alzheimers, and heart attacks.

We are respectfully requesting that Soldiers stationed in South Korea be authorized to wear an all-black particle-filtering device (such as aVogmask) in uniform to prevent against internal exposure to fine dust particles that are unique to East Asia.

According to the Korean Ministry of Environment, wearing a mask is the second best personal protective measure one can take, only after avoiding going out altogether (2018). According to NASA Satellite Air Quality Map, South Korea is one of the most concerned countries regarding air pollution (2014). The Journal of Korean Medical Science states that fine dust “causes various health effects, including lung cancer, bronchial asthma, cardiocerebral vascular diseases, pulmonary mortality, atherosclerosis, coronary heart disease, birth defects, and premature death”. The Korean Medical Association has also associated fine dust particles with mental diseases such as depression and dementia (2018). Already in 2019 alone, the Korean Ministry of Environment implemented emergency measures several times because of the harsh rise in fine dust particles across the peninsula. The Seoul National University School of Medicine recommends avoiding contact with the outdoors during times of high dust and wearing a mask anytime leaving home (2019). OSHA recommends all personnel exposed to dust on a regular basis wear a particle-filtering mask as well.

USFK Regulation 40-6 states that when the fine dust level is unhealthy, personnel should “take frequent breaks and do less intense activities; consider moving intense activities indoors or reschedule events.” This is not always feasible for Soldiers, as we train outside, work outside and often have to complete our duties outside. Most Soldiers in South Korea are not authorized a privately-owned vehicle and walk to most of their locations, thus exposing them to the tempered air more often. The particle-filtering device would assist by allowing Soldiers to complete their missions without compromising their health.The work-rest cycle on days when the pollutants are high is not regularly enforced, particularly in field environments or when conducting maintenance and operations outside. Authorization of the utilization of particle-filtering devices would offer Soldiers the ability to protect themselves from harmful pollutants in the air, which will assist with increasing readiness and the personal health of our force - Jennifer Alexander
