Unlawful force by police can also violate the right to be free from discrimination, the right to liberty and security, and the right to equal protection under the Law. Many killings by the police that we have seen around the world clearly do not meet this Criteria. Just like what happened in Tarlac, The killings in Tarlac are not isolated incidents but are part of a pattern of abuse and impunity among the police, enabled by the current regime. From the drug war, war on critics, to quarantine enforcement, we reap the horrors today. Many police officers today are using their power in the wrong way and others are abusing it. We have the natural right to life and liberty and are equal in dignity. Equal concern and respect for these basic rights should be guaranteed, protected and upheld by the State. We have the right against involuntary disappearances. The State shall protect its citizens from all forms of systematic and massive extrajudicial and summary killings. The State shall take responsibility for all the acts of its State agents and give information and assistance to the families of the disappeared.
