The issue with mass incarceration in the United States has gotten out of control. What has happened is that people of color are targeted for drug related crimes at six times the rate of whites (NAACP, 2019). The NAACP (2019) reports that if African Americans and Hispanics were incarcerated at the same rate as whites prison population would decline by 40%.

The FIRST STEP Act intends to alleviate the prison overpopulation issue by establishing prison reform and programs to eliminate recidivism. The National Conference of State Legislature (2018) reports that about 77 million Americans have a criminal record that causes barriers to employment and these barriers can be related to increase crime rates. Everyone deserves a second change but if people with criminal records are not given the opportunity to prove that they have changed then society is collaborating with the cycle of crime. 
The adaptation to the First Step Act focuses on sealing criminal records when offenders are applying for employment, housing and higher education. Offenders who have a first-time nonviolent drug offense are eligible to partake in services while incarcerated and once they are released. Offenders will participate in a 2-year program that includes parenting classes, victim impact groups, substance use treatment, along with non-reoffending classes. Once an offender successfully completes the program, their record would be sealed. 

By signing this petition you are expressing support in favor of a bill that would require sealing criminal records when offenders are applying for employment, housing and higher education once they have completed an intensive 2- year program.
