H.J. Res. 69 allows the hunting and trapping of Bears and Wolves on federally protected wildlife refuges. The bears, wolves, and their cubs can be killed while inside their dens hibernating using inhumane hunting tactics. Bears can also be tracked using airplanes and trapped using steel jaw traps, both of which have been illegal for years. The people of Alaska opposed the law on a margin of 2-1, but the bill could still become law against the wishes of the people.
"This joint resolution nullifies the rule finalized by the Department of the Interior on August 5, 2016, relating to non-subsistence takings of wildlife and public participation and closure procedures on National Wildlife Refuges in Alaska."
The only hope left for protecting these animals is by a Presidential veto. If the bill is signed into law theses practices will be legal until state legislature is passed protecting them, which could take months, or even years.
