Let People Donate their COVID Shots to other Countries

Right now, there are billions of people around the world who desperately need and want to receive the COVID vaccination but cannot because their countries have inadequate supplies of the vaccine.
Meanwhile, in the United States, where we reserved multiple doses for our entire population, there are tens of millions who do not want to receive the vaccine. In fact, doses of some vaccines have expired and have been thrown out—useful to no one.
I propose a federal government website where people in the US who don't want the COVID vaccine can register that fact and opt to donate their doses to other countries where people need them and would love to have them.
Once registered, if these US vaccine donors change their mind and want to get vaccinated, they can sign on to a waiting list to get their vaccine after all the people in the world who want it are completely vaccinated.
It is crucial for more US citizens to accept the COVID vaccine. In the meantime, however, every vaccinated person around the world improves public safety and makes it harder for the coronavirus to thrive. This measure is not a perfect solution to the problem of US and global vaccine resistance, but it does help reduce the damaging and deadly consequences of the COVID pandemic.
