Due to unprecedented times, Vermont has limited the operating capacity of restaurants and bars. Because of this, students who are of age to consume alcohol have no location to do such a thing.  Without having a location to go a legally consume alcohol many 21+ students will drink in their rooms.  To prevent an influx of VAPS for students who are of age, I purpose that Norwich modifies the alcohol policy til of age students are able to safely consume alcohol in a public setting again.

My proposed change is that in rooms where all occupants are of legal age to consume alcohol in America each person is allowed to have either one handle of hard liquor or a six-pack of beer/hard cider or one bottle of wine. 

Students who are of age have the right to responsibly enjoy alcohol, this modification to the policy would encourage responsible behavior when consuming alcohol.
