Many nonresidents enter the country as minors and they do not request admission of their own will. Claims of US citizenship to enter the country are made on their behalf, sometimes they children are minors and unrepresented, and/or an offer to withdraw admission is not made to the child's legal guardian. Currently the only exception to a permanent bar if a claim to US citizenship is made when the person is a minor , under the age of 16) and has a parent that is a legal permanent resident at the time the claim is made. Many nonresidents have claimed US citizenship to obtain employment, driver's licenses, on credit cards etc and this has created a hardship when they are able to obtain legal residency via a spouse. This kind of restriction creates separation of families as well.
