So that companies like OCI, Vale, Toromont Cat (Caterpillar) and others cannot use scab labour during negotiations to break the will of employees who are in a legal contract dispute with their employer. This only erodes the effectiveness of collective bargaining. Free and fair collective bargaining can not occur when employers and corporations are able to use scab labour to circumvent the collective bargaining process.
