Schools are to provide education to all

Schools are to provide education to all. Now a days schools give admission on the basis of parents qualification and income.
Why are schools given the authority to cherry pick the students based on parents income and qualification? The schools clearly mention on their admission forms that admission would be provided on FIRST COME FIRST BASIS. But still first preference is given to parents who have good income and better qualification.
Does that mean that low income people and unqualified parents should not apply in good schools for admission of their child.
By this petition I request our Hon'ble Prime Minister to make it compulsory for all schools to give admission to all who submit admission forms and stop filtering children based on parents income and qualification.
