Respected Prime Minister Sir,
This petition is for pressing the Government of Andhra Pradesh to expedite and negate inordinate delay in transferring lands allotted for central educational institutions and universities, due to corruption and selfishness of political class which champions the new capital city of Amaravati.
There is an epidemic of corruptibility within our establishments, which for their vested interests are hampering the creation of these great institutions of learning in the backward districts of North Andhra by creating hurdles to the process of acquisition, by false court cases.
In this era of liberalisation, higher education is the key for success in the global scenario. Quality Education is one of fundamental needs of human beings. In the history of mankind, education has formed a continuum and a basis for the development of human society. As you have once said, “A society that does not give importance to education cannot progress”
The Higher education colleges established in the region are in the private sector. Though the need of professionals and technocrats’ is recognized by the central government for rapid development of the society, in concurrence to its policy, little effort has been put forth by it in establishing new Higher education colleges in the region
The Central government sanctioned the below central institutions to the backward area of North Andhra as per the provisions in the AP Reorganization act. These institutions were conceived as growth centres for the youth of backward North Andhra providing education and jobs. However, delay in construction of campuses is hitting the livelihood of the youth of these backward districts
For Indian Institute of Management (IIM), around 300 acres of land at Gambheeram has been identified for establishing it. Around 200 acres at Vangali for Indian for the Institute of Petroleum and Energy(IIPE), to which recently your government accorded the status of "Institute of National Importance" making it on par with IIT. Around 200 acres for the Tribal University in Relli Village. The Indian Maritime University(IMU), the only university in the country imparting quality education in the maritime field is struggling to establish a permanent campus in the allotted land of 100 acres in Vangali. The central committees set up for identifying lands have selected these lands for the permanent campuses. But, the state government has shown apathy and not handed over the land for campuses to the institutes.
Hon. Prime Minister sir, you started a new chapter in education as 'Make in India' boosting higher learning by sanctioning new institutes of excellence to backward North Andhra, making development more regionally balanced within the state of Andhra Pradesh.
South India's first Ayush University, Hospital and Research Institute was proposed at Visakhapatnam in 2015. Furthermore, in during CII conference held at Visakhapatnam in 2016, the Hon. Minister of Chemical and Fertilizers Sri Ananth Kumar sanctioned a National Institute of Pharmaceutical Education and Research (NIPER) at Visakhapatnam giving a boost to the Pharmaceutical Industry here.
Hon. Prime Minister sir, all these institution, face a single problem "Handover of Land from the state government to the respective institutes". The delay in this issue is hampering the students life. The need for a permanent campus is important as all these courses are residential. With college at one place and the residential quarters of the faculty and students at different places makes the life of the students more tiring. Permanent campuses house world class classrooms, libraries, laboratories, administration blocks, hostels, faculty townships, play grounds and multimedia centres, which gives all round Development to the students pursuing their education at these centres of excellence. 24-hour approachability to these facilities, are missing in the temporary campuses which are always a compromise. Each year of postponement of construction of permanent campuses are denying students the happiness of learning in the best optimised environment
In this competitive world, branding is most important and if peer institutions surge ahead due to faster building of campuses then the image of these institutes will be hit as they are avoided due to lack of permanent campus as the construction of campuses for the institutions takes 5-6 yrs.
A healthy competition between the institutions brings growth. But, as time is precious any late decisions will kill development, jobs, economy and growth of the backward region of North Andhra. History has established beyond doubt the crucial role played by human resources in the development of nations, and the development of skilled human resources is the main function of education. The development of human resources in North Andhra Pradesh lags behind the state average.
Sir, many young people are migrating here for livelihood and these institutions of excellence will cater to the skill development of these young people who otherwise would be jobless and stay backward. Also, adding to the woes of the people is Vacuum in the leadership in the region both at the state level as well as at the central level as no one is taking ownership of the issue and have the handover of process expedited.
Sir, our humble request to you is that, to make the Government of Andhra Pradesh expedite the handover of the land to the institutions at the earliest paving way for faster building of campuses. The handing over of land to the institutions is particularly getting delayed due corruption in certain departments and indecision on part of some officials with vested interests. Many politicians are doing it on will, to unnecessary delay the handover of land citing no land available in North Andhra and to move these institutions towards the new business capital and capital. Any move towards centralisation or wilful delay will default region and state at large.
