The Kitsap Humane Society Board of Directors has abused funds and is covering up the facts by cleaning house. Over 10 staff members are losing their jobs this year because of their misuse of construction funds and catering to their own businesses or friendship interests.

This is the last in a long line of abuses in the last decade, resulting into repeated impact upon the animals and supporters of the shelter. We give our funds and time yet they do not donate their own funds even. They do not touch the animals, and mostly they do not adopt animals. (a document showed the majority bought purebreeds and the president is a Breeder herself)  

The Invisible Fence Franchise she owns has been tied deeply into the nonprofit charity, along with a select group of contractors she runs with Chaffey Homes owner Tom Chaffey.  Every one of them however has tied their businesses and relations into their decisions rather than those they parade around us at the annual auction.

Former board members have been silenced, staff are fired every year secretly. Stand up and be heard and demand an elected board representing the donors and volunteers.

Demand A Donor & Volunteer Elected Board of Directors for Kitsap Humane Society at the Mar 24 Open House and Public Meeting 3-5PM. Demand our support be represented.

The Kitsap Humane Society Board of Directors has abused funds and is covering up the facts by cleaning house. Over 10 staff members are losing their jobs this year because of their misuse of construction funds and catering to their own businesses or friendship interests.

This is the last in a long line of abuses in the last decade, resulting into repeated impact upon the animals and supporters of the shelter.

Apparently there are long standing conflicts of interest the staff have questioned. One of them disappeared this week before they could use the safety of a whistle blower policy regarding a veteran officer closely aligned with the inner circle of board members in question.

A manager contacted a private auditor to ask about conflicts regarding board members fighting a VCA veterinary contract. and quickly disappeared this week. Several board members have held a tight hold, and have abused funds that came from donors and government. They were using their own select group of contractors and refused to let staff fully use the bidding policy. Both Tax and Donor dollars are being misused.

Example: a $40,000 project generated an incredible $180,000 in additional overages, with design removed from staff input and contractors selected personally by board members that then later personally approved their expenses. Staff refusing to sign expense checks disappeared.

They ran out of funds and started eating into another donor's project to fund it, (Bremerton Pepsi CEO) To hide this they are throwing out staff members slowly. The staff complained via a representative at a meeting early in 2011 and the governing body kept it off the meeting minutes.

$180,000 later and now innocent people lose their means of living in a poor county, while their pet product and construction businesses flourish. In another instance a contractor hand picked by a board member delivered an estimate of $4500 for parking lot light repairs. An independent contractor was called in and performed the same for $150.

The head of officers disappeared during a lot of coincidences, such as when he found out the construction team violated wiring code and caused a fire in the modular office building. He called an independent contractor but was told in a meeting by board members that it was the fault of old staff that were fired rather than the new contractors, and to not worry.

The staff won $55,000 from a trust recently to build a puppy room. They forced one of the managers to call and say it violated board policy. (a mystery policy on gifts that was drafted right when they won the trust gift -Robert Stewart Trust) In another case of amazing coincidence, it is the one and only project that the staff took over and refused the inner circle of contractors to do. Now an entire room sits empty that once housed 20 animals, and the money is being returned while tax and donor dollars were spent instead on a lawyer to fight the trust.

A former board member complained vocally and lost her job at a local hospital suddenly as a PhD level researcher, a hospital with tight connections to the KHS board. Another group of board members were ousted after looking into questionable acts in 2008. An IT contractor was fired after alerting management that background checks were being run without consent of employees. The executive director of that era was dismissed while trying to defend the IT professional. Board members themselves largely buy (and one actually breeds) purebreed animals at retail venues while adoptable animals suffer. The list goes on.

Our requests:

Receipts of bills related to construction overages and variations from designs shown to donors and foundations.

An explanation on why the same contractors show up over and over and over.

Minutes of board meetings.

An explanation on how a shelter with a tenure policy has a board that worked their way around it with folks staying over a decade, holding leadership positions.

A complete separation of personal pet related business from organization governance. A removal of company employees from within KHS, and a discontinuation of marketing referrals.

An open election of members representing the donors and volunteers of Kitsap Humane Society, and better representing community interests.

A full investigative audit of tax and donor dollars, aimed at explaining current construction overages, and gifts given from the board to veteran staff members for favors.
