OBJECTIVES:

1. To postpone the Deca Homes South Bacolod HOA Election scheduled on September 11, 2021 (9am-12pm)

2. To reorganize the selection of Election Committee following the rules of conduct of Election process

We, the undersigned registered homeowners/principal buyers of Deca Homes South Bacolod, by signing this petition express our support for the postponement of the HOA Election so the majority of the homeowners of Deca Homes South Bacolod can be given enough time to be well informed and maximize voter’s awareness in order to reach the minimum required number of voters so as not to cause failure of election and by allowing sufficient time for the campaign period so the homeowners will know more of the candidates or nominees.

PETITIONS:

* NO TRANSPARENCY of Gathering of Block Representatives and NO PUBLISHED LIST - Block Representatives should be the focal persons to act in representation of each block. However, not all blocks are well represented and the block representatives chosen is not nominated or endorsed and not known to the majority of the homeowners. Block representative names was also not published publicly. Zoom meeting attendees were not fully verified block representatives at all

* REVIEW LEGALITY OF ELECTION COMMITTEE - Election Committee was not nominated by the majority as stated in the By-Laws. They were endorsed by the same group of people introducing themselves as block representatives during the zoom meeting with Mr. Almira. It is a general knowledge of the majority of the community that the Election Committee is a known ally of the only political party/candidates for BOD who were able to file the candidacy on the coming election. Election Committee are unresponsive of election related questions in social media post yet this is the medium of communication that they opted to use.

* INADEQUATE ELECTION PERIOD - The timeline for filing of candidacy was too short as 3days and the majority of the community claims that not all are well informed of the schedule. The announcement was posted on August 18 and the deadline for filing of candidacy was August 20, 2021 resulting to only one political party registered as candidates for the HOA Election leaving the homeowners no other options in choosing and voting other possible capable and trustworthy candidates or nominees.

* FAILURE TO EFFECTIVELY COMMUNICATE ELECTION RULES to each homeowner - The posting through online is not enough to reach the majority of the homeowners and not quantifiable or measureable as to how many have been reached of the announcement. The validation as to how many have been reached out of the social media post in Facebook is totally unreliable. Thus, resulting to the surprise of the majority that there is upcoming election and does not even know the candidates due to not enough campaign period.

* NO OFFICIAL MASTERLIST of HOMEOWNERS - Failure to obtain official and updated masterlist from Developer to be used as a reliable basis of ownership and the right to vote. Further, reports of inaccurate list have been posted on social media with homeowners details and signature on some of the names. However, one homeowner claimed that the signature so indicated on the posted list does not belong to her and did not sign any document as such posted.
