Restrict trash pickup times in PDX. Take back our sleep!
Why this petition matters

Protect your health, productivity, and property values by ending stressful, sleepless nights caused by unrestricted commercial trash pickup.
Portland city council should enforce commercial trash pickup times during normal business hours; at the very least in areas that have become predominately residential. This is a threat to public health & local real estate values.
I live in the Pearl and have several sleepless nights each week due to commercial trash pickup that slams dumpsters at all hours of the night. Last night it was 2:45am and 4:30am. I cannot afford the continued loss in job performance and health due to sleeplessness. I now get anxiety before bed knowing that suffering is imminent, courtesy of "Republic Services".
Considering that I can see 4 large multi-family buildings within a block from my window alone, this is probably torturing hundreds of my neighbors as well. It seems absurd to me that in an area that is predominately multi-family residential and is very densely populated, that such a hazardous trash pickup schedule is allowed.
Many of these residential units & buildings are assessed property tax amounts that make up a significant share of revenue for the city. Not only do nuisances like this lower demand for a property which depresses property values, resulting in a loss of money for both homeowners and the city, but the occupants are contributing their hard work and tax dollars to help this city thrive, so it seems that they've earned the right to adequate rest.
In addition, several studies have shown that night shifts often have seriously health consequences. The trash collector's own wellbeing may be at stake by continuing to allow our waste companies to only offer them night shifts rather than creating more reasonable daytime shifts.
My personal experience is limited to the Pearl, so speaking from that experience, this is an area with very little street traffic, and it's a grid which provides many different routes for commuters, so the argument that pickup during normal business hours here would increase traffic seems silly.
In closing, there are always two sides to every coin, and I would imagine that the valued members of our community would accept a minor inconvenience in exchange for better sleep, since good sleep is the foundation of wellbeing, and lack of sleep can be a literal killer.
Please consider this public safety request to restrict all trash pickup times to more reasonable hours, such as 7am-9pm, and please forgive any logic or grammar errors; I'm very tired.
