Having a Parole Hearing after 10 years for Lifers. Making sure All time from Beginning to Present accounted for, Their Behavior, Accomplishments, Double checking on How Love Ones have had NO Write ups. Due to the failure to amend antiquated laws retroactive, this has prevented the effectiveness of rehabilitation within the system. The solutions to this Mass incarceration problem then are Simple: 1) Put a cap on a life sentence. 2) Give every lifer across the board a parole date.3) Make the latest 47-7-18 parole  law retroactive to give one a constitutionally protected liberty interest in parole.  This would free up many lifers who've spent decades in prison and No Longer pose a threat to society. I appreciate your time and Pray I have given All Senators and Representatives in the  State of  Mississippi  'Force a Conversation about what prisons are for" Rehabilation or Revenge.. State of Mississippi has been labeled "Most Corrupt " has third highest rate  per capital in the World for keeping people Locked Up. Keep in mind, Life has shown Us "People almost Always Age out of crime" by 30's--40's.  Statistics (Google) that 96% of violent offenders Including 70% sentenced for  murder or manslaughter served less than 20yrs before initial release from state prison; and that the median time served for murder in 44 states before  initial release was between 13--15 yrs.
