Ban the loudspeakers
Dear Sir,
I am writing this letter at a level where I don’t know if it will be heard or not. But being a citizen of this country, it is a point of concern which I want to highlight.
In India we have many challenges in our day to day life, be it the infrastructure, education, health and poverty. Substantial improvements have been made in the past few years on the above points and we understand it is progressive and stepping forward. But the one I am pointing out is a different one which even looks smaller but it is a serious concern as a citizen. This is about the usage of loudspeakers in residential areas. This is to note this issue is irrespective of any particular religion.
I live in a residential area of K channasandra Horamavu Village in Bangalore and we are surrounded by about 4 temples within the circumference of 300 mtrs. All the temples use loudspeakers at a considerably higher volume that it is uncomfortable to all citizens living in the areas. Most of the time, the speaker is on for hours together. Most annoying is especially during festivals where it runs for the whole day for more than 4-5 hours. The volume is such that we cannot even communicate with our family members in the same room.
Post covid , this issue has become a more serious concern since we work from home , our children have classes from home. Continuous sound of these high decibel sounds are even hazardous for human health, especially elderly people at home.
It observed that the use of loudspeakers, in fact, affects the fundamental rights of citizens under Article 19(1)(a) of the Constitution, and observed: “No one has got the right to make other persons captive listeners. One cannot disturb others’ basic human rights and fundamental rights.” To protect this there is a strict ruling from our Honorable supreme court which clearly states that Loudspeakers should not be allowed to be used without prior permission of prescribed authority as mentioned in Noise Pollution (Regulation & Control) Rules 14.02. of India.
Hence my humble submission is to take a serious cognizance of this issue and ensure that the usage of loudspeakers be banned or removed from residential areas. I talk on behalf of all who have been victims of this noise pollution. Hope I get a hearing on this issue
