Removal of surcharge on Debit/Credit card transactions to encourage cashless economy

We as Indian are happy to move forward for cashless economy. Happy to see government is promoting this. But On one hand government says use cards for all transactions, on other hand Merchants/Banks are levying 2% on transaction amount. If a person gets same thing 2% cheaper if he pays by cash, why he will use card.
Aren't we playing double standards? I request PMO, Finance Minister and RBI to instruct all banks not to have any transactions charge.
Question comes what bank will achieve? Bank will be having cash reserves. Cash, which used to be in the house of any shopkeeper. Cashless economy will reduce corruption and hence it will boost development of our Nation!!
