Why Income Tax is levied on pension

After retirement an ex-employee is paid pension as a superannuation fund for his livelihood on account of serving an organisation for so many years.
Here a question arise as to:
Why Income Tax is levied on pension as this is not an income against any service or work.
This is only a deferred wage by the employer to the employees who have served the organisations for so many years.
Then why Income tax?
Moreover, if pension paid to the Members of Parliament and the Members of State Assemblies is not taxable then why pension paid to ex-employees is taxed?
