We call on the Hague Court to summon and try Ashraf Ghani Ahmadzai‭, ‬the former President of Afghanistan‭.‬

The people of Afghanistan‭, ‬have experienced more than four decades of insecurity and war in their country‭, ‬resulted in millions‭ ‬being killed‭, ‬maimed‭, ‬displaced to the nighbouring and/or Western countries‭.  ‬

Afghanistan has repeatedly distanced itself from the progress and caravan of world civilization due to the creation of extremist‭ ‬states in political thought‭, ‬religious beliefs and ethnic tendencies‭.‬

The result of efforts of more than 50‭ ‬countries and billions of dollars over the past twenty years for Afghan people and international community was surrendering of government of Afghanistan to the‭ ‬‮«‬Islamic Emirate of the Taliban‮»‬‭.‬

‭ ‬One of the main factors leading Afghanistan to this insecurity, poverty‭, ‬unemployment‭, ‬internal and external migration‭, ‬brain‭ ‬drain‭, ‬and hundreds of other misfortunes have been the weak policies of Ashraf Ghani Ahmadzai‭.‬

‭ ‬We request the Hague Tribunal‭, ‬as the only credible international body‭, ‬to summon and try Ashraf Ghani Ahmadzai for the following reasons‭: ‬

‭ - ‬Laying the groundwork for insecurity in northern Afghanistan and the transfer of the Taliban to the north from the beginning‭ ‬of his tenure as the first person in the presidency‭;‬

‭ - ‬Lack of respect for meritocracy in the appointment of persons in government affairs‭, ‬placing non-professional persons at the‭ ‬head of important tasks and monopolizing the authority of several key ministries by himself‭;‬

‭ - ‬Failure to fund soldiers of anti-Taliban fronts during both failed presidential terms‭;‬

‭ - ‬Not preventing nomads from invading Hazara areas‭;‬

‭ - ‬Excessive corruption at various levels of government by the President himself‭, ‬his family and those close to him‭;‬

‭ - ‬Imprisoning impartial people‭, ‬including generals‭, ‬elites and journalists‭, ‬who criticized him‭;‬

‭ - ‬Release of thousands of imprisoned Taliban‭, ‬most of whom were convicted of terrorist attacks and war crimes‭;‬

‭ - ‬Surrender of the provinces of the country to the Taliban with the tactic of retreat‭;‬

‭ - ‬Escaping and putting the country in legal‭, ‬security‭, ‬economic and juridical vacuities‭.‬

Insecurity and poverty are rampant in Afghanistan now‭. ‬Women are in the worst legal situation‭, ‬and most Afghan former government‭ ‬employees are wanted by the Taliban‭. ‬Furthermore‭, ‬there are numerous reports that the Taliban have killed children in different‭ ‬parts of the country‭, ‬forced women and girls into obligatory marriage‭, ‬ransacked people’s homes at night‭, ‬and dragged men out of their homes and torturing them‭. ‬People auction off their children out of poverty‭.  ‬Millions of families fear the upcoming onset of winter‭, ‬and the forced displacement of refugees from various areas‭, ‬especially the Hazaras and several northern provinces by the Taliban‭, ‬is a clear violation of human rights in Afghanistan‭, ‬which was founded during the Ashraf Ghani era‭.‬

‭ ‬All of this is a set of clear consequences of the rich and fanatical government of Ashraf Ghani‭, ‬which squandered all the efforts of the international community and the achievements of the Afghan people‭, ‬and ultimately surrendered the country to terrorism‭.‬

We‭, ‬the Afghan Women’s Government in Exile‭, ‬stand with our oppressed people‭, ‬especially women and children‭, ‬in these difficult times‭, ‬and respectfully and strongly urge the Hague Tribunal to respond to our request and question the fugitive and corrupt president‭, ‬and confiscate‭ ‬the properties of his wife and his relatives who are accused‭.‬

از مقام عالی دادگاه لاهه خواهش می‌کنیم اشرف غنی احمدزی رییس جمهور سابق افغانستان را احضار و محاکمه کند!
ما مردم افغانستان بیشتر از چهار دهه ناامنی و جنگ را در کشور خویش تجربه کرده ایم و نتایج آن میلیون‌ها کشته، معیوب، آواره به سرزمین‌های اطراف افغانستان و پناهنده به کشورهای غربی می‌باشند. افغانستان بار بار به اثر ایجاد دولت‌های افراطی در اندیشه‌های سیاسی، عقاید دینی و گرایش‌های قومی از پیشرفت و کاروان تمدن جهان فرسنگها فاصله گرفته است.

تلاش بیشتر از ۵۰ کشور جهان و میلیاردها دالر در بیست سال گذشته تجربهٔ تلخ مردم افغانستان و جامعهٔ جهانی بوده است که باوجود قربانی‌های فراوان نیروهای خارجی و داخلی، کشته شدن دهها هزار نظامی و ملکی نتیجهٔ این بازسازی و مبارزه با تروریزم، تسلیمی دولت افغانستان به «امارت اسلامی طالبان» بوده است.

یکی از عوامل اساسی کشانیدن افغانستان به این نا امنی، بیکاری، فقر و مهاجرت‌های داخلی و خارجی به ویژه فرار مغزها و صدها بدبختی دیگر سیاست‌های نادرست دولت غنی بوده است که بیشتر برپایۀ تفکر تک قومی در افغانستان برنامه ریزی شده بود.
ما از دادگاه لاهه منحیث یگانه مرجع معتبر جهانی بنابر دلالیل ذیل درخواست می‌کنیم که اشرف غنی احمدزی را احضار و محاکمه کند:
- زمینه سازی برای ناامن سازی شمال افغانستان و انتقال طالبان به شمال از آغاز کار به صفت شخص اول در ریاست جمهوری؛
- عدم رعایت شایسته سالاری در تقرر اشخاص در امور دولتی، گماشتن اشخاص غیرمسلکی در رأس کارهای مهم و انحصار صلاحیت چند وزارت خانهٔ کلیدی توسط خودش؛
- عدم تمویل سربازان جبهات ضد طالب در طول هر دو دورهٔ ریاست جمهوری‌ ناکامش؛
- عدم ممانعت کوچیان در تجاوز به مناطق هزاره نشین؛
- فساد بیش از حد در سطوح مختلف حکومت از طرف شخص رییس جمهور، خانواده و اطرافیان نزدیک به وی؛
- زندانی کردن افردا بی طرف به شمول؛ جنرالان، نخبگان و خبرنگاران، که وی را مورد انتقاد قرار دادند؛
- رهایی هزاران طالب زندانی که بیشترین آنها محکوم به حملات تروریستی و جنایات جنگی بودند؛
- تسلیم دهی ولایات کشور به طالبان با تاکتیک عقب نشینی؛
- فرار و کشور را در خلای قانونی، امنیتی، اقتصادی و حقوقی قرار دادن.

اکنون نا امنی و فقر در افغانستان بیداد می کند. زنان در بدترین شرایط حقوقی به سر می‌برند و اکثر کارمندان دولتی افغانستان مورد جست‌وجو و پیگرد طالبان قرار دارند و خبرهای بسیار تلخ از کشتار نظامیان سابق ارتش، پولیس و امنیت ملی شنیده شده است، گورهای دسته جمعی مردم شمال به خصوص پنجشیر پیدا شده است که نتیجهٔ جنایات هولناک امارت طالبان در این دو ماه بوده است. گزارش‌های فروان می‌رسند که طالبان کودکانی را در نقاط مختلف کشور به قتل رسانیده اند، زنان و دختران را به عقد اجباری خویش در می‌آورند، شبانه در خانه‌های مردم می‌روند و مردان خانواده‌ها را بیرون می‌کشند و با شکنجه و قساوت از بین می‌برند. مردم از فقر کودکان خویش را به حراج می‌گذارند. میلیون‌ها خانواده از آمدن زمستان در هراس اند و کوچ اجباری مناطق مختلف به خصوص هزاره نشین و چند ولایت شمالی توسط طالبان که اینک در بی سرپناهی به سر می‌برند، نقض آشکار حقوق بشر در افغانستان است که در دوران اشرف غنی تهداب آن گذاشته شده است.

این ها همه از پیامدهای حکومت نادرست و متعصب غنی است که تمام تلاش جامعهٔ جهانی و دستآوردهای مردم افغانستان را به باد فنا سپرد و در اخیر کشوری را تسلیم تروریزم نمود.

ما جنبش «دولت زنان افغانستان در تبعید» در این شرایط دشوار کنار مردم ستمدیده خویش به ویژه زنان و کودکان می‌ایستیم و از مقام عالی دادگاه جهانی دردمندانه تمنا می‌کنیم که به پاسخ ما لبیک گوید و رییس جمهور فراری و فاسد را که به احتمالی هم خزانهٔ مردم را تاراج کرده است، مورد سوال قرار دهد و دارایی‌های او همسر و وابستگانش را بررسی کند.
