This is the second application by Taylor Wimpey UK Ltd to build a detached dwelling on this piece of open land that has been enjoyed by countless children since the estate was built in the 1970's. The second was refused last year after a campaign by the residents of Trinity Close, Wivenhoe Town Council and the Wivenhoe Society.
This is an important green open space in Wivenhoe for the surrounding houses and residents as the nearest safe area for children to play in is the King George V playing fields which are 1Km away.
In comparison to neighbouring gardens, the proposal is a massive overdevelopment of an in-fill area of land which has been used by the public for the last 30 years and would result in the loss of a prominent and important area of open space and soft landscaping that make a very positive contribution to the appearance of the surrounding area. The Wivenhoe Neighbourhood Plan has also identified these as areas that need preserving.
This land has always been maintained by the local Councils and the builders/owners of this land (Taylor Wimpey UK Limited) have NEVER maintained it in all that time.
National Planning Policy states:
Existing open space, sports and recreational buildings and land, including playing fields, should not be built on unless:
a) an assessment has been undertaken which has clearly shown the open space, buildings or land to be surplus to requirements; or
b) the loss resulting from the proposed development would be replaced by equivalent or better provision in terms of quantity and quality in a suitable location; or
c) the development is for alternative sports and recreational provision, the needs for which clearly outweigh the loss.
