We oppose plans to build a huge commercial and industrial incinerator in Horsham, West Sussex, UK. The developer plans to import up to 230,000 tonnes per year of residual commercial and industrial waste and/or residual municipal solid waste from across 6 counties, to a Recycling, Recovery and Renewable Energy Facility at Former Wealden Brickworks, Langhurstwood Road, Horsham, West Sussex, RH12 4QD with a 36-metre-high building and 95-metre-high permanently lit chimney.

Planning Application Number WSCC/015/18/NH was refused on 11th July 2018 by West Sussex County Council for 6 reasons, referencing the county waste strategy.

It has not been demonstrated that the facility is needed to maintain net self-sufficiency to manage the transfer, recycling and treatment of waste generated within West Sussex.

The development would have an unacceptable impact on landscape and the visual amenity of the area, on highway capacity, residential amenity and public health. The development, along with other existing, allocated and permitted development, including the North of Horsham development, would result in adverse cumulative impacts.

We respectfully request that the appeal is dismissed.

The deadline for sending comments to the Planning Inspector has passed but you can request to speak for a few minutes at the Inquiry.

The Pre-Inquiry meeting with Inspector Ian Jenkins BSc CEng MICE MCIWEM, was open to members of the public to observe. The No Incinerator 4 Horsham (Ni4H) Community Group was represented by a barrister from London-based Landmark Chambers. The Planning Inspector has asked Ni4H to submit a Statement of Case expressing robust objections. He has also invited the group to become a ‘Rule 6 Party’ so it can take part in the Public Inquiry which starts on 29th October in Horsham.

However, Ni4H is unable to commit to Rule 6 status to represent residents without sufficient funds for a barrister and technical experts for the 3-week Public Inquiry and for technical reports due in July.

The Public Inquiry will start at 10am on Tuesday 29th October at a Horsham venue to be confirmed with Inspector Ian Jenkins. The Inquiry may last 3 weeks until Friday 15th November, updates to the programme will be posted on the No Incinerator 4 Horsham Appeal Facebook page each day. The Inquiry will not meet on Saturdays, Sundays or Mondays and is likely to finish early on Fridays. Members of the public are welcome to attend and can arrive and leave at any time.
