Place ALL City Hall workers on cleanup duty until every catch basin in New Orleans works.

The City of New Orleans has a backlog of over 3300 catch basins in need of cleaning, unclogging, or repair. This has placed the residents, businesses, and visitors to one of world’s great cities at unnecessary and inexcusable risk.
Considering the suffering caused by the city’s neglect during recent flooding and the elevated risks inherent with being in the middle of hurricane season, this is an emergency situation whose resolution cannot wait.
Therefore, we, the people of New Orleans demand the mayor and city council immediately close all City Hall offices and the administrative facility (St. Joseph Street) of the Sewerage & Water Board every Monday, Wednesday, & Friday of the 1st & 3rd week of each month and every Tuesday & Thursday of the 2nd & 4th week of each month with all employees, executives, elected & appointed officials and their staffs (to specifically include all members of the city council, the mayor, and all deputy mayors) instead assigned to full-time catch basin restoration duties during those days for the full extent of their normally scheduled work day. During these days no meetings, travel, or time off shall be allowed to include board meetings, city council meetings, or travel or events for the mayor. We further demand these changes and restrictions remain in place until every catch basin in the city is restored and verified as operational by 3rd party inspection. Finally, we demand that any employee calling in sick to a cleanup day be assigned an additional cleanup day beyond those scheduled upon their return and that any employee including mayoral and council appointees refusing to perform cleanup operations be immediately terminated.
