Stephen Davies should be allowed to fish the PRFMA boating permit area as he is not a commerical operation as you state but a back yard hobbist. I ask that this negative decision of destrimination of not allowing Mr Davies to fish the PRFMA baoting permit area be overturned to a positive decision.
