Dear Secretary Locsin:

We are requesting your urgent assistance in facilitating the participation of Filipino nationals and dual citizens in North America and other parts of the world in the upcoming Philippine national elections in 2022.

Increasing voter representation of Filipinos overseas is of national importance for the Philippines’ civic life. 


Overseas Filipino voters in North and Latin Americas alone made up 20 percent of registered voters in 2019, and 16.4% of overseas absentee voters, figures that need enhancing. 


In addition, more than 40 percent of all remittances to our homeland come from Filipinos in the United States and Canada alone; they deserve to have a voice in the selection of our nation’s leaders.


However, would-be overseas voter registrants and re-registrants are legally required to personally appear, by appointment, at a Philippine Consulate to provide biometric data. 

Other consular services such as changes of address, passport acquisition, etc. also require personal appearances by appointment.

Unfortunately, our Consulates are currently only able to accommodate a limited number of appointments for in-person appearances due to Covid-related local health orders. Pandemic-related restrictions also have halted the mobile consular services in local areas without Philippine Consulates.

These current conditions pose severe impediments to obtaining consular services, including registering for the coming elections. While we understand the limitations that our Consulates must follow, we urge you to do everything in your power to:

• digitalize certain processes to ease voter registration and access to other consular services, and to advocate for any necessary legislation that would allow such technological changes in providing services;

• improve and standardize Consulate websites for easier user-navigation as some sites currently have broken or confusing links, etc.

• find means of safely and efficiently increasing our Consulates’ capacity to provide consular services and facilitate absentee voter registration; 

• likewise, to do everything in your power to resume mobile consular services and voter registration, or some form of such outreach, safely and efficiently, in local areas with no Philippine Consulates.

While we understand that some improvements will take more time to accomplish, we urge you to pay special and immediate attention to finding ways to ease voter registration and re-registration as time before the deadline is running out.
