The right to security of tenure is a right guaranteed under the Philippine Constitution, and it is up to the Philippine Government to ensure that this constitutionally guaranteed and fundamental right is enjoyed by its entire constituency. But how can that be that the very institution tasked with protecting this right, is also one of its biggest violators?

There are 670,000 'endo' workers in government, with around 470,000 employed as job orders or contractuals by local governments. Providing civil service eligibility and permanent appointment to all government casual and contractual employees under job orders, contract of service, memorandum of agreement/memorandum order or understanding and other similar contract should be of utmost importance.

Last February 19, 2020, the House Committee on Civil Service and Professional Regulation have approved a measure that  would grant regular status and civil service eligibility to contractual, job-order, and casual government workers that has provided 5 years of satisfactory service.
